Productivity at different temperatures: heat, cold and employee performance
Office temperature measurably affects error rates, cognitive performance and output. Where the productive band sits, why one setting never suits a whole floor, and what to do instead.
The office thermostat is treated as a minor administrative matter. The evidence suggests it belongs closer to the top of the list.
The productive band
Broadly, the research points to somewhere between 20 and 24 °C for office work. Outside that band, performance falls away in both directions — and it does so for different reasons.
Two findings are worth citing specifically.
Cold increases errors. A month-long study by Cornell University at the Insurance Office of America in Orlando in 2004 found that workers in cooler conditions made measurably more mistakes. The researchers estimated the effect at roughly a 10% increase in hourly labour cost for the affected staff — not through people working slower, but through the cost of the errors.
Heat degrades cognition. Work from the Helsinki University of Technology and Lawrence Berkeley National Laboratory has repeatedly found memory, attention and reasoning impaired as temperatures rise above the comfortable band. In manual work the effect is starker still: productivity declines by up to 4% per degree above about 27 °C, an effect that disappears in highly automated settings, where the machine does not care.
Why cold and heat fail differently
Cold diverts resources. The body constricts peripheral blood flow to protect core temperature, which is why fingers stop working properly first — typing accuracy and fine motor tasks degrade before anyone reports feeling cold. Attention is also consumed by the discomfort itself, and attention spent on being cold is attention not spent on the work.
Heat attacks the cognitive functions directly. Concentration, working memory and complex reasoning degrade, and the effect is insidious because people do not notice it happening. They notice being uncomfortable, not being worse at their jobs.
Why one setting never works
Here is the difficulty every facilities manager runs into: there is no temperature that suits a whole floor.
The comfort band shifts with metabolic rate, which varies enormously between individuals — age, body composition and activity can separate two colleagues by several degrees of preference. It shifts again with clothing: a mixed office can span more than 6 °C of comfort requirement on dress alone.
The usual response is to keep moving the setpoint toward whoever complains most, which makes it worse for everyone else and burns energy overshooting in both directions across the day.
The other half: how the heat is delivered
Air temperature is only one of the six variables that determine comfort, and delivery method affects several of the others at once.
Forced-air systems have to move air at velocity to distribute heat, frequently above the 0.8 m/s at which air movement reads as a draught. They stratify, so it is warm at the ceiling and cold at ankle level. They reduce relative humidity, producing the dry eyes and scratchy throats that afflict open-plan offices every winter. And they circulate dust and allergens around the floor.
Every one of those is a complaint that gets attributed to “the temperature” and then addressed by moving the thermostat, which fixes none of them.
Radiant systems change the terms. Because the warmth arrives as radiation absorbed by people and surfaces, occupants are comfortable at an air temperature two to three degrees lower, with no air movement, no stratification and no drying.
What to do
Aim for 20 to 24 °C, and treat the top of that range with suspicion in summer when people are dressed lightly.
Zone the floor. Perimeter desks by the glazing have a genuinely different requirement from the middle of the plan, and treating them identically guarantees somebody is uncomfortable. A system that responds in minutes makes zoning practical rather than theoretical.
Provide a range of environments. In a larger office, deliberately keeping some areas warmer than others and letting people choose where to sit satisfies far more of them than an averaged setpoint.
Fix the delivery, not just the number. If people complain of draughts, dryness and cold feet in a room the thermostat says is 22 °C, the setpoint is not the problem.
Watch surface temperature if you install radiant panels. Comfort research finds dissatisfaction rising quickly once a warm ceiling exceeds around 60 °C. Panels running at 90 to 110 °C produce the “hot head” sensation and trade one complaint for another. Ours are engineered around 55 °C for exactly this reason.
The economics
Set against salary, the energy cost of getting an office to the right temperature is trivial. A few per cent of output across a floor of people dwarfs the heating bill, in either direction.
Which makes thermal comfort one of the cheapest productivity interventions available — and one of the most consistently neglected.
